Of course, I don't have this in my hand, so some of this is speculation. I don't think it's the right shape for an adze. If this were to be swung with impact, I think not only would it have an all steel head, but the joint between the handle and the head would be heavier. If it's meant to be swung like a hammer or an axe, it's for very light work. The collar at the opposite end of the head reminds me of a striking plate, and it does look like it was used for that on occasion, but here again, because it's only brass, it would have to be lightly tapped with a wood mallet. If it were, the handle then would only be used to hold, guide and stabilize the head as it was being tapped. The handle looks the wrong shape and too delicate to be for swinging impacts.
In any event, I think you are definitely dealing with a vintage/antique woodworking tool. As such, the GJ (which concentrates on machinery-related subjects) is perhaps not the best forum. I'd try to get into some of the many online forum sites for vintage woodworking and flash those photos there, and I think you may get some good results.
