As a previous post mentions, you can get window frosting paint in a spray can from places like Hobby Lobby. I used it in a window in my Mom's front door. It worked great and seemed to be permanent - at least until I scraped it off a few years later to replace it with a stained glass panel I made. You can start with a light coat and, if you want it more opaque, just spray additional coats.

Where abouts in the hobby store do I look for this at? We have a Michaels near by, but not with very good service.

Ok my problem has been solved! I found some 'transparent clear' contact paper at Walmart for under $6 (24ft roll). When pressed against something, the material is clear. However, the texture is rough enough that you cannot see anything beyond that distance. And it still lets all the daylight in. So for instance, even with all the garage lights on and looking in from the outside at night, you can't tell there's a big red SUV parked in the garage. It just looks like a grey blob. At night the windows just look frosted white from both inside and outside. The mirrored look is only during the daytime.

I too used the Gila films frosted stuff. It was easy to cut and apply, WAY easier than trying to tint car windows anyway. Lets in a lot of light, but try and you may you can't see diddly inside. I even have tried looking in at night with all the lights in the garage on, it's just a total blurr through the tint.

@ NUTTSGT: The last picture of post #43 is what it looks like from the outside on a sunny day. From further away there's just a little reflection and you can't tell there's any sort of film on the window - just looks like glass.

This is what it looks like tonight from the outside with two 4' T12 and two 4' T8 fixtures on inside the garage.
