I'd suggest you take a look at Master Lock's Python locks (or something similar). It's a cable lock, with 3 settings: unlock, cinch and lock. You run the cable around an object and then set the lock to cinch...tighten down the cable (pull on it hard), and then lock it. I can get mine tight enough that you couldn't wiggle it off of a metal safe if you tried.
It can be defeated with a cutoff wheel or large bolt cutters, but it's a measure of safety. I'm not sure how you could effectively epoxy a cable lock to a safe. Perhaps you could attach the cable lock to the safe so it couldn't be removed, with some mechanical means (depending on safe construction, maybe drill a hole in it, run an eye-bolt into the hole, and run cable through the eye bolt). But the python should work well, without modification.
