Starter combo kits vs full range sets

A gearwrench ratcheting wrench set caught my eye the other day, 20pc set for $40 and it includes:
SAE sizes: 1/4, 5/16, 11/32, 3/8, 7/16, 1/2, 9/16, 5/8, 11/16, and 3/4 in.
Metric sizes: 6, 8, 10, 12, 13, 14, 15, 16, 17, and 18 mm

Their 16pc metric set for $80 includes 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, and 24 mm and the SAE set is the same price for 13 wrenches

So we're looking at 20 wrenches for $40 or 29 for $160. The one thing I've always hated was the lack of clarity with the combos. Is it the same quality, same line, same wrench? If I buy fill in sizes at $12 a pop will they match? What is your normal practice when it comes to such decisions and what factors come into account?

Gearwrench also offers completer sets for some of their combos which makes it nice if you want to wait to get the big sizes.

I've bought some individuals over the years to replace some lost ones and they all seem to be the same quality haven't had any issues. However with the price of individual wrenches they add up quick so the kits make the most sense if your goal is to own them all.

I ended up finding an ebay store that offered individual sizes so I bought the cheap kit and bought an 11 for $6 so I'm $48 in. I don't have any 19 or 21mm wrenches currently and I've survived so that weighed into my decision.
