Aha, thanks for confirming my vague recollection about HD. Sounds like they definitely belonged on my little 'naughty list'.![]()
I do know Target doesn't do this kind of BS - their clearance prices only go downward, and if you find a leftover item after the store computers moved it into not-for-sale status because the clearance timeframe ended, they let you buy it for the last (lowest) price in the system. Not a whole lot of tool-type stuff to be had there, though.

Clearance doesn't mean its never going to come back, not sure how thats BS. I think you assume that because most of the deals you see are items which are going non-stock that's magically what clearance means. Also places like Lowes seem to non-stock a SKU, only to have a nearly identical (but somehow different) product come back.
Target definitely "does this kind of BS"... at the end of the season their lawn & garden stuff is clearanced out to make room for Christmas, then the Christmas stuff, then back. That's independent of products they are no longer going to carry. Stores will also clearance stuff out at any time for reason they need to get rid of stuff - need the shelf space even if temporarily, doing a reset/reconfiguration of the display or another display that affects it, too many in the warehouse with even more ordered coming in, etc.
