Many eBayers seem to do that. Even with very small items that would cost ~ $1.00 to ship via USPS. Just another way to work the system for added profit. I was trying to buy some electric shaver replacement blades a couple of days ago......the shipping charge was $6.00 - $9.00 per, depending on which one of his ads you looked at. I wanted to buy two sets and asked about paying just one shipping charge........he refused. With those charges, it was cheaper to just buy them at a retailer. Oh well.

If you look at the other items the gem has for sale you will see that they bought the set and are just trying to part it out to make money off of it.

ebay has a term for that, its called "circumventing fees". They don't charge commission on the shipping, so if you move your gross over to that side, you successfully circumvented ebay's fees. The worst Ive seen was a "take off" set of LT245/70-16s Michelin's on Ford Super Duty Rims, Like new, 1 dollar start bid with no reserve, $700.00 shipping! If you do the math, and really wanted those rims with new Michelin's, and shipped to your door, its not a bad deal, not a smoking deal either. Anyhow, they didn't sell, I think its a mental thing that a buyer cant get their head around. I see parts and tools on ebay everyday that I would buy, if they didn't have the catch me, screw me on the shipping. On the flip side, I send at least 5 items out a week via First Class, and with most of my stuff, I include the shipping, because I want to move my stuff. It does help. So some of the sellers are slow term screwing themselves, because guys like me will ship it at cost or less, and don't mind sending el-cheapo first class.

it was very common years ago. that is the way sellers avoid paying paypal huge seller fees. they are only charged on the selling price.
truthfully if you want item X, is there a difference in paying $5 and $5 shipping vs. paying $.01 and $9.99 shipping? There's no difference, just a way to beat the system.

How much does that thing cost new at Sears, couldn't be much more.
I've actually had problems listing some music CD's on eBay, they (the turbo lister program) said I was charging too much for shipping. I was selling a flat rate box full of singles cd's in the cases for whatever the post office charged. Then you see these bozos getting away with that ****. My girlfriend just paid $18 to have some collectors pins she bought on eBay shipped, the guy probably paid $4 or less. She bought several items from one seller and the guy advertised combined shipping. We'll see how he likes his first negative.

Usually, you would need to ask for the total from the seller, to get the discounted shipping. As a seller, I used to allow the buyer to change the shipping cost, until I would get people discounting the shipping when they didn't buy multiple items. It became a hassle, so I set it up where they need to ask for a total. Then I lower the shipping cost.
Heck, I even lower the shipping cost when people buy two or more items and don't ask to combine. It's just how I am. I am sure if she sends a note to the seller and requests a refund for the shipping cost overage, he'll give it.

She sent him an email twice asking if the shipping amount was correct because it seemed high. Maybe he didn't get as much money for the items he was selling as he wanted, I know that's happened to me but I don't try to then screw the buyer on shipping, The guy is trying to make a some extra money by overcharging on the shipping, it'll cost him his perfect feedback. I understand rounding up to the next dollar, adding in the cost of the box and packing material, but $18 for an envelope that was less than a pound is ridiculous.

Bingo, that's the other reason they do it. Got ripped off that way awhile back ("Sure, I'll refund the actual item price"), one more reason I rarely buy on Ebay anymore. It's like one big cavalcade of what-can-you-get-away-with...
