I'm super-impressed with the rack in the OP.
I've got a couple off-the-shelf black wire pliers racks I luv. They really make a huge difference. The racks provided order where there previously was none, and now I'm able to tell right away if one's missing. I didn't realize until after getting them how much time I used to waste digging through several layers of pliers to find the one I needed, if I even found it at all. Prior to the racks they were always the easiest tool to misplace.
All that said, I find the arrangement of bends in the commercially available sets like I have doesn't work well for all pliers. Some sit better with the business end out and others handles out and some just don't fit in there well at all. I really like the way the OP's is bent up. It looks like it might be a lot more effective design. Nice work!

the trick is to make something that holds the pliers left and right but also not to slide back and forth when you open the drawer..
as you can see they have bottom rods that make a pocket for the head of the pliers to sit in. keep that in mind when you do your bends based on your pliers also the type of coating on the sheving you get might be paint and not rubber like.
many that get cd type of racks are paint
the rubber like material also helps lock in the pliers.
lastly I have the rack about 1" from the front of the drawer to act like a wall to help with some of the larger pliers. I used 1" foam type of tape here not to scratch the drawer and act like a cushion.
also to aid in the rack not to move I used magnet rails mounted upside down to sandwich the rack. trust me when i say they are not moving
