I went through a "nice pen" phase when I had to do a lot of writing at work.
Eventually I got tired of my nice pens getting lost, damaged, stolen, "borrowed", or contaminated and went to "disposable-ish" options.
I usually carried a Pilot Precise V7 (available in a metal retractable or plastic with a cap). A couple of bucks each, nice feel, and if it got contaminated or damaged I could toss it without feeling too much regret, just a minor sting.
As far as a really cheap pen that works well, the plastic Bic Retractable (I don't think it really has a fancier name) can be had for under 30 cents each retail. It's the most common giveaway promotional pen, too, so you probably already have a few of these lying around.
When I worked at a credit union, we ordered about 30,000 of these every year and gave them away freely. They ended up pretty much everywhere in town.
