Grinding down cement floor Educate Me

I have an area on my basement floor that will not let my steel door swing completely open that I would like to lower. Not sure if floor has risen or the door has swelled. Maybe an 1/8th of an inch has to be lowered. Ideas on how to do this without great expense. Door needs to open about 18 more inches.

I bought a diamond cup wheel and dust shroud for my angle grinder. Had a little over 100$ in both, you need the shroud trust me. It would probably remove an 1/8" without too much grinding.

This...even a 4.5" would do that much but a 7" with shroud will take prolly no more than 15-20 minutes of work. Could even rent one for a day and have it done if you don't want to buy.

Check plumb on door and the hinges. I’d move a hinge in a little before making a mess of the floor if possible.

Agree a diamond cup wheel on a hand grinder (use a shroud with vacuum, it will throw off an incredible amount of dust). It's a small area so 4" should suffice. Please wear a respirator!!
