I would say no but, I'm picky. it looks like most of the pliers aside from the Cobras are Chinese Mac and many appear to be engraved with the previous owner's name/marks.

That’s a tough one but I would lean towards passing on those for $40. For $20 though.... I would give them a new home.

Welcome to Garage Journal where no one would touch those pliers for more than $20 but if you asked them they wouldn't sell them for less than $100 
If you look at those cobras they are rebranded Knipex (the Holy Grail according to GJ).

I understand that most or all of us don’t want to buy tools that might have been stolen, but what if you are buying stuff engraved MS from a guy named Michael Smith? To me, if the price was right, I wouldn’t have a problem.
I have done that and then spent a few minutes removing the engraving marks while cleaning up the tool to add to my collection.
I'd buy those up. They're especially a good deal if you don't have those types of tools in your toolbox. You can save thousands of dollars over a couple years if you repair/fix your own stuff/house. If they are Mac, at retail those are probably $150.

+1 It depends on the condition of the tools and what line of Mac tools those pieces are part of. If most of the stuff in that set is Mac's recent Made in China garbage, I wouldn't get too excited about it. That being said, if what I am seeing is one of Mac's rebranded Knipex Cobras and you happen to need the vice grips badly, I would just take it and maybe haggle the price down to $30-$35. As for concerns about theft, I would ask the seller why he is selling and demand a written receipt.

My first thought is "Do I need these?" if yes, then I consider price. If no, then they better be almost free for me to buy them. In this case, I already have multiple copies of all of them so I'd offer $10-$15 and be prepared to walk away.

No wonder someone hopped on it. It was a great deal. If they were Mac, just one or 2 of those tools would cost more than $40 off the truck.
Sometimes if something's an awesome deal, I just pay full price. Sometimes lowballing pisses the seller off.

Once I saw a good condition Craftsman block grinder on the right stand being sold on CL by the original owner...still had the owners manual... asking $50
I emailed him right away and said I’d take it for $60
He was so impressed by this “generosity” that he threw in about it a hundred dollars worth of other stuff not listed in his ad for no extra money.

My dad bought a new-looking Snap On 1/2 socket set from about 3/8 to 1.5 or so. At a garage sale for $8. Guy was asking $10 and dad beat him down the $2. I explained to him, after the fact, what a retarded move that was- you might have pissed the guy off and he might have told you to get off his property. When you come across THAT great of a deal, you're an idiot to try to haggle.
The way I see it if you didn't buy it straight off it not a good deal to you .
Only real good if something you really need in the lot or it amazing condition .
If desperate for some pliers then it worth the price, to me it was worth 20-30 bucks as few usable extras or hand outs to friends.

Not picking on you Shiftless, just happened to grab your comment to make this one...that said, maybe I'm one of the few folks who just doesn't care that much if a used tool I buy has someone's named engraved on it - caveat being that it's something that I intend to use, if I was trying to complete a set or something then that'd be different. I've run into Pawn Shops before and picked some things up, like loose sockets or hell, you name it, something that I didn't want to go buy a whole set of or whatever. The way I look at it is; as long as I know I'm buying something legally then I'm not concerned about it. If I were to go to some CL'er's home and he tells me to call him Chris he's selling a complete toolset with BILL scribed on them and looks like a drug addict needing his next fix then I pass. But just as often, if I'm picking up a tool set from a fellow and it's got some random JIM's and *** initials scribed on some of the items I still don't worry about it too much; as far as I know he bought them second hand as well.
This is something I like to do as well, especially when I pull up and see it's a little old lady selling her late-husband's items who likely doesn't really know what they are worth. Not only does it make me feel better, but as you mentioned, many times it's paid off in good karma. They remember something they have that "you might like this too?", etc. I don't do it for that reason, but I just generally want to treat people with the same respect that I would hope that others would treat me with.
