I can understand skipping 3/8d... But why would you skip 16, 18, and 21 wrenches. All very important sizes. Just curious.

16 and 18 are very common for tie rods, ball joints, suspension arms, on euro stuff.

Most of the time I encounter a 16 or 18 it's on a Euro car, so go figure, a European tool kit would exclude those sizes. I'm convinced the people designing these things have never actually had to touch a wrench in their lives.
