I recently bought a locking mailbox and wanted extra keys. Online reviews showed other buyers had trouble getting them from either the manufacturer or the local locksmith. After extensive examination of the key and his inventory, my local locksmith said it was a cheap imported lock that he didn't have blanks for. He did however, have a universal replacement lock kit for $12 for which he could make keys.
I suspect the situation, and probably the locks themselves, are much the same for toolboxes. The consideration would be diameter and approximate length of the barrel, which he was able to match. The kit had several locking tabs of different offsets (to compensate for barrel length), one of which I made to work with slight straightening.
