That is actually worse than my son's garage when he bought his house. I swear some of the light were wired with low voltage individual conductor wire (of course no ground) wrapped around ceiling joists.

The PO must moved an outlet, because the 12 AWG NM-B cut and two additional outlets added, but they used 14 AWG NM-B to extend the run.
