What is This? Heavy Duty Comb?

Hi All,
Was putting around an estate sale today and dug up this old what's it? from the bottom of a drawer. Looks like a nit (lice) comb but man its so heavily made. For animals maybe? Solid steel blades mounted into a hardwood handle and wedged in like a hammer head. Never have seen such a solid comb before. If not a comb a woodworking or leather tool? Blade is 3 5/8" wide with two rows of comb sections. Only marking is the words stamped Andresen Kjobenhavn. Any ideas? Thanks in advance..

Andresen is the maker I assume and Copenhagen the location but other than that.....some kind of hide scraper?
