I don't think you want them pulling to high you won't have enough thread to tighten the lift base plate without a ton of washers on top. From what I am told you absolutely will not get them back out of the concrete either.
I have had to re-torque mine several times to keep them at 85# over the last month. They seem to be holding the correct TQ at this point.
I installed the 10K version last year. I believe there is a spec for the maximum bolt height which indicates how much concrete is retaining the bolt. Ideally you want the max depth possible for the most strength.per the instructions on my particular lift, it states to torque them to 150 ft/lb.

1. Concrete shall have compression strength of at least 3,000 PSI and a
minimum thickness of 4” in order to achieve a minimum anchor embedment
of 3 1/4”. NOTE: When using the standard supplied 3/4” x 5 1/2 long
anchors; if the top of the anchor exceeds 2 1/4” above the floor grade, you
DO NOT have enough embedment.
The concrete hole is not exactly uniform due to the nature of aggregate and concrete. I think that if you are able to find a deeper embedment and the wedge finds a solid grasp to expand, then you have achieved the proper strength. Check the torque on a regular basis per the manual to verify all anchors are firm.i hit one of the anchors back down and it did tighten up lower to the surface of the concrete. i cant find anywhere if this is ok to do. are the anchors able to be tapped back down if they were already set once before in the concrete? thanks for the clarification on the other manuals, the manual for my lift left alot to be desired. as for the last reply, i drilled all the way through the concrete.
You could call a manufacturer like Hilti and ask about this. They should be able to provide a professional answer.i was able to drive the anchors a little deeper than i did the first time. they did torque to 150 ft-lb quicker this time. they have enough embedment now, but i still worry that they will lose there grip being as they were already set once. i will give it a try and see if they loosen up any.
