I think its for twisting not pulling. Head fulcrum is the wrong direction for popping stuff up. Like twisting a floor joist into alignment or maybe a similar task in steel.

I have something very similar that I made myself. Just something to move or twist whatever needs it. I'd guess it is just a general tool for that purpose. I just call mine a twister.

I have one, I think its made to pull apart leaf springs to lubricate them.

The 1 i made for wrestling twisted 2x lumber is about 3' long. Twister is accurate/good name.

The open end is not big enough to fit over a 2X4, I'll get some better measurements tomorrow.....

There you go...makes sense, since it came out of my uncles shop, where he worked with his father from the 20's till the 70's.....exactly what he would have needed.

I remember as a kid watching a guy work wrought iron and he used a tool that looked something like that to make bends and to align things that were heated in the forge.
