Snap On 1/2 dr ratchet infoemation needed

I was asked to help value & sell this Snap On 1/2 ratchet. the "-7" tells me it was made in 1937 if I read the information right. What are the 3 circles below OFF? If I decide to try & clean it, what can I use that will not damage it? It works good & the detent balls in the anvil have good spring tension. I know it has the owner markings, but what should this ratchet bring on E-Bay?

Its a 1927 ratchet, its very common, value would be 20-50, with 20-25 being the avg.

I have not seen the circles before, they are odd, hard to say they are factory, but its for sure a 1927.

The circles come out from the ratchet, they are not stamped. In all the pics that I have seen, none have them.

The circles are owners marks, very common for grind, or drill press marks for those age of tools!

How would an owner make marks that come out from the tool like the lettering does? Any owners mark that I have ever seen goes into the tool like the initials that he put on it.
