all depends on how far off the ground you want the loft and how much loft height you want.

Also depends on your trusses. With scissor trusses, you can get more usable height in the loft without as high an eves. My building is almost 17' tall, and I should have gone 18. I wanted a 9' ceiling below the loft, then its 12" of framing (2x12 joists and 3/4" plywood), which leaves just under 7' high in the loft. I did use 2 scissor trusses, but ended up making my loft wider, so they only cover half of it (rest is normal trusses).

What is the loft for, storage or second room?
If the main floor is 8' for headroom then about 1' is needed for floor joists, then another 8' for the second. That gives you 17' to the eve or bottom chord, but at that eve point your insulation space is limited for a foot or so until the rise of the roof opens up. Not a huge deal depending on climate.
If you don't need 8' of headroom at the eves you can get away with 16' and have about 6' at eve for head room.

Also, if you are building red iron, there are no truss issues, so the roof can be much lower and also lower pitched.

Are you building stick/post/or iron?

We really need a lot more info to answer the question.

Is the loft going to be traditional stick built or are you using steel beams and purlins?

I was going to do a 16' high to rafters garage, but then I decided that if I'm going to have a loft area I want to have good head room on both levels so I went 18'.

I have 15'4"ceiling built a mezzanine have a finished ceiling height of about 87" above and below with 2x10 for joist

I built 14’2” ceiling height, no loft planned. Later added loft with 8’ under and 5’ 9” above (ouch, ouch again)

my shop has a 16' ceiling. I have an 8' tall room on the bottom, 2x10 subfloor, and 7'3" loft on top. works out nice. My roof is a 4/12 pitch and my peak is at ~25'

I did one with an 11' ceiling. The very low profile car fit underneath so when you stepped out you were beside the loft area. It was low enough I could put an ATV etc from the back of the truck onto the loft. It was a 10' door.
