Many manufacturers offered generic "battery pliers" with that profile. Here's a pic of some of my Blue Bird pliers, made by Bergman Tools. The one on the bottom looks like yours.

Nowadays, most battery pliers look like the second one from the top - which IMHO is the worst design. The third one from the top is by far the best design I've used.

Thank you. I thought they looked like a bluebird design. They are old, and there are not any maker’s marks on them. I’ve soaked them in kerosene for 2 days and used a brass brush. Nothing.

If I may, I think the Blue Bird examples have too sharp an outside angle adjacent to the pivot. The ends of the handles have a very pronounced outward flare that has a familiar look. If I was compelled to venture a guess, I'd say contract Vlchek.

Vlchek was my other guess and now that you point that out it makes much more sense. I was too focused on the jaws. Thank you.

A couple of battery pliers that turned up. A Cal-Van and a BlueBird. For the life of me I can’t figure out the purpose of “clamp” welded inside the handle.

Joe is right - that's a model 11 battery plier, and the spring steel clip cleans and reshapes the battery post.
Here's my current collection of Blue Bird pliers and their battery carrier.

Ooooh, I like the angular head on that one plier!

Mine are all repainted with a blue that seemed pretty close to the OEM color.

Thanks, Old tool!

Blue Bird made a stand-alone post cleaner with that metal clip attached to a handle. Haven't found one yet - may have to make one.

Don sent me a pair of BB tools. A tinner's snips and a battery lugnut plier. After cleaning and painting this is what they look like.

P.S. I think I'm gonna put some blue heat shrink tubing on the pliers, to give it some more thickness as well as grip.

Was a rainy, overcast day, so I thought I'd do some heat shrink tubing handles. Did my latest pair of BB pliers from Don.
