I take that back. I was conflating the WEED tire chain tools I have with this Pyrene Pyreneer, which are nippers. The jaws are similar in that they all have that overlapping action, but the WEED jaws are not sharp and they aren't meant to cut. It looks like the jaws on your tool are also for nipping. Also, chain pliers are usually very lightweight. The Pyreneer and your tool with the similar jaws are heavy duty. So, I'm not sure.

Maybe not so silly-
Hoof nippers for cattle, horses? they look very similar except for that ridged gripper area.
