I can't really tell which, if any, parts move, but the first thing that comes to mind is a can crusher or something of similar purpose.

That is an example of the wrong way to take and upload pictures in order to get something identified. :lol: Just kidding/but only partially. We need much higher quality (larger) photos to be able to make out details.

Since it looks lashed to a tree, could it be something related to holding a bottle up against a tree while tapping it for fluid/syrup or something similar?

I believe it’s a bottle capper for caping beer bottle. Home brewers use them.

I've used dozens of antique bottle cappers, I have never seen one even remotely like that. I really do not believe it is for capping crown cap bottles, there isn't even a place for the cap, and no die.

that is a French champagne corker with provisions for the safety wire.

No LOL I bet you're right - the timing is just too close from a "I don't know what it is" to "wine bottle corker"... Smells a little like a demolition man burger.

So... Since I ID'd it for the person, does this mean I can get a cut of the sale?

Maybe that can be a new thread category. Successfully ID "this" and get 10% of what it sells for. Scale goes up the longer it takes. 50% if its for that yellow bracket that I don't think ever got properly ID'd a while back.
