1 3/16 worked , 30mm did not.

When I tighten the hose connection to my AR TRXX the inner fitting loosens. When I loosen hose connection inner fitting tightens. Figure I can use the 2 service wrenches like a router collet to tighten tighter for no leaks. 1 inch wright service wrench fits inner fitting . 30mm does not fit outer but 1 3/16 does even though it’s only .006 bigger. A 31mm is a little sloppy. I’m assuming the difference between the 30mm and 1 3/16 are bigger than .006 due to wrench tolerances . https://toolgrotto.com/socket-set-conversion-chart/

How old or used are the fasteners you’re turning on? They look to be in decent shape, so maybe the tolerances are that tight.

Time to bring out the old caliper - it's a bit unusual to find a 30mm wrench that do not fit a 1 3/16" nut/bolt, but it's possible.
30mm wrench is between 30.08mm and 30.48mm.
1 3/16" nut is less than 30.163mm.

The only true equivalents - every wrench will fit every nut/bolt of the equivalent size - are:

1/8" and 3.2mm
5/32" and 4mm
5/16 and 8mm
3/4" and 19mm
1 1/16" and 27mm
1 3/8" and 35mm
1 1/2" and 38mm

Yep, not every 5/8" wrench will fit every 16mm nut/bolt, but the majority will.

Personally I go by the same "equivalent" list as seen in your link - actually I go a bit further and measure my tools -I have a 1/2" combination wrench that measures 12.97mm open and box - gives a nice snug fit on all most every 13mm nut/bolt.
And yesterday I used a 14mm (measures 14.26mm) comb. to remove the blades on my Craftsman lawn mower for sharpening - the bolt heads are 9/16" and kind of rusty so less chance of rounding them using the snug fitting 14mm.

Yeah I think it's impossible to set standards 'cause every wrench manufacturer seems to vary on how much over nominal they build the wrench.

edit: this is GJ so we all know we need 1-3/16" and 30mm (I have both)

Yes, but a 1 3/16" nut is <= 1.1875

And a 30mm wrench is not 1.1811, but in the interval 1.1843 to 1.200 - most 30mm wrench/sockets will fit a 1 3/16" nut/bolt.

Over the years I have found things are oversized or worn and some tools that fit better than others. Been one of my arguments for a full tool chest.

I always use my caliper as a valuable tool in my arsenal.There is tolerance in fittings,wrenches. Use what fits the best,it doesn't matter what is stamped on the tool.Your buddies don't care if you use a 3/4 or a 19mm.Wrenching isn't rocket science.

Under 30mm, that will make it hard to fit a 1-3/16" (or a 30mm)
I found one at 30.44mm
Three around 30.35mm
The majority around 30.25mm
And one at 30.12mm - so all but one is garanteed to fit a 1-3/16" nut/bolt/fitting.
