A lot of times, when you have a thru shaft that extends over multiple ears, like a door hinge, you use alignment pins to get things in place first. Once the alignment pin is in, the actual pin is driven in, pushing the alignment one out. Some installations use a tapered nose or bullet to attach to the pin and are used to guide it in or out and protect the machines bores.

Update - found they are Snap On # S-9026 and #S-9005, Piston Pin removers. Not sure how to use it exactly, but now at least I know what it is.....

Found one had been posted here on GJ about 10 years ago....
