My neighbor found in his mother-in-law's basement. MIL didn't know what it was, but thought it maybe came from her mother's farm. Looks like a farm related item to me. It also looks incomplete. Handle spins. It's looks manufactured, not homemade. What is it?

Looks like a vintage wash tub agitator. Some had a tee handle that attached a bit below the top of the handle. Appears the one for this unit was adjustable. ------ john
