to build a 30 x 30 garage

I would like to have a 30 x 30 garage with a 12' ceiling. With a 18' wide garage door that's 10' tall. I would like to have the garage door be off to the left side of the garage. What's the biggest boat that I could fit into the garage at a diagonal?

Can you go 32 x 32?

Depends on the trailer. Make a scale model.

29-1/2"x 29-1/2" then make a cut out of your boat & trailer to 1"=1'

I'm on a 1 and 1/2 acre yard. I'm only allowed to go up to 900 sq ft. The 30 x 30 is at 900 sq ft.

Depends on the trailer, motor and possibly type of boat and how you plan on getting it in there.
FWIW: My 19ft John boat might fit if I parked it diagnally and turned the motor. (My trailer has a long tongue and the motor sticks out about 5 ft from the back of the boat). It isn't very tall so I could fit it in with a 6ft ceiling and 5ft tall door.
I'm sure that I've seen boats with inboard motors in the 30ft range that would fit in a 30'x30'. 10ft tall door might be an issue.

I was thinking more of 26' wide garage that's 34' deep. With that I can fit a 23' long cuddy cabin boat in the garage. Like a Sea Ray or Four Winds boat. I want a 20-23' boat with what I just mentioned. It would clear the 10' tall garage door.

Do they have exceptions? That seems a little on the small side. There are houses that have bigger attached garages.

A friend built an oversized garage. They fined him $500.

expanding the attached garage is not a bad idea. There's at least 30' more to expand to the west of the attached garage.

Attached garages scare me a little these days. Friends had their house burn down for what started as a garage fire.

They had the vehicle full of gas, some little propane tanks and avgas can full of gas to really help things out.

I also worry about battery chargers. Over the years, I've had 3 batteries on chargers start on fire.
