Recognize this No. 31 Drop Forged stamped on shank DOE?

I picked this up because the shank stamping did not look common (to me). It has the 7/8" and 25/32" ends that would be expected for a #31. Overall length is 7.75". It has no forge marks, and no marks at all on the back side.
I spent about an hour searching through Alloy Artifacts and gave up before checking EVERY wrench. I saw one like this on e-bay but there was no manufacturer name listed.

Any idea who made this?
