No Mossberg or Apco-Mossberg thread?

I found this one at a swap meet. It has an interesting thick black coating that is wrinkled in some places. Overall length is 6.9 inches.

Stamped: "Apco Mossberg Co Attleboro, Mass. USA".

A WWII era Handle-41-H-1501 ?
