Strange flexible "chain handle" open end wrench

I got this unusual wrench this morning. It appears to be a one-off handmade tool with no makers marks and lots of evidence of hand manufacture. The wrench ends appear to be skillfully hand filed to 5/8 and 7/8. The links in the chain look handmade and the rivets also look handset. Anyone ever see one like it or have any idea what the purpose (if any) is?

Never saw a turnbuckle that wasn't the same size on both ends, have you?

Eye on one end, hex adjuster on the other that threaded into the mounting lug.

It looks like a fitzit to adjust a slater plate.
