Strange flexible "chain handle" open end wrench

I got this unusual wrench this morning. It appears to be a one-off handmade tool with no makers marks and lots of evidence of hand manufacture. The wrench ends appear to be skillfully hand filed to 5/8 and 7/8. The links in the chain look handmade and the rivets also look handset. Anyone ever see one like it or have any idea what the purpose (if any) is?
