Polyaspartic top coat not curing over epoxy?

so we went with a 100% solid epoxy base, chip broadcast and then 80% solid polyaspartic top coat. The top coat was rolled on thin around 12p today. It was seal Krete poly 8000 which I included the tech data link below.

It’s been almost 8 hours and while it’s dry, I can still put a scratch in it with my fingernail easily. Did this not set up properly or do I need to wait longer? The epoxy I couldn’t scratch at all it was like a rock. I can also peel it off on the side of the bucket I mixed in and sticky. I mixed exact equal parts 1:1 A and B. Any insight greatly appreciated. Thanks!

Is it cured this morning? If not, it was most likely mixed at the wrong ratio or not mixed long enough before applying.

Yes, it is much more cured this morning, not fully but almost.

The problem now is that I was going to do a second coat of it since I have 2 gallons left and see a couple low spots where the topcoat went on a bit more thin, but didnt want to do it yesterday in case it didn't cure properly.

Now I am well outside of the 2-12 hour re-coat time listed (24 hours). If I apply now it I assume it wont adhere correctly?

Correct. You need to degloss the surface and do a chemical wipe with denatured alcohol or equivalent. A floor maintainer with a green scrub pad (dry) is sufficient for a new coating and gets the job done fairly quickly.
