I don't know if anybody actually answered your question or not, but my dad has kept one in his hammer drill box for years. It is used to blow the fine dust from the holes in concrete or brick.

We had a Hilti hammer drill kit at work that came with an orange blow-out bulb tool like that. It was perfect for cleaning out the holes for Red Head concrete anchors. It looks like the Hilti ones are no longer available. (Perhaps due to concern of putting silica dust into the air?)
