Odd Ratchet. Anybody recognize it?

Found a guy selling some tools on Facebook and noticed what looks like a Matco locking flex ratchet and the odd Ratchet beside it.

Looks like a Cornwell till you notice the handle and it got me interested in figuring out what it is.

Handle profile looks right.

Thought it looked like an old Cornwell's head, round plate around anvil and round selector with raised bar, but with the pics quality it's basically like the coat rack looking like a guy in the corner in the shadows thing.

It was a kobalt. Made it to the sale and got the Matco flex head beside it. $5 each so it stayed behind(plus it didn't feel or look like anything noteworthy in person, just really bulky).
