I tried to skate around it as storage use etc and the lady at Douglas county shot that down right away said basically if you are you going store or work on cars in it then it is a garage.
I just downloaded that before I posted and missed it. You are right. 1000 sq ft is the limit, but I know that there are plenty of big shops in an area right around the corner from me that are over that.

I think that is is a bit of a concern from that perspective of loosing that nice 6" insulation but it is such small part of the building. It will still have some R value because I think it is finished on both sides and it only make up a small portion of my total wall space (108 square feet)...
