A vapor barrier is a standard and recommended practice. It protects moisture from rising to the top. Polyethylene material is normally used as a vapor barrier.
I think a table saw is good if you are just starting woodworking as a hobby without prior experience. But before you start using any of the power tools its a good idea to take guidance from an experienced woodworker as using power tools can be quite dangerous especially the saws.
