I have seen them Slice the end and have the seal go over the metal with backer foam filler at each end. Then sealed
I guess it (Foam) helps the split seal from coming apart.

Flood water is one thing...But letting it sit with water for over a year is another. A simple drain and flush of oil- with some oil in the cylinder would have saved you a ton of headache.
Your Springs might be too tight ? Make sure your Springs are not to Close(Rubbing/Binding together) Loose'n the stops and Pound the Springs outward to make sure you have gap so when the Springs turn they do not bind up.
