    Highly recommend the plywood. The OSB may deteriorate in humid conditions, or if something in your storage spills/leaks, the chips may start to come up and catch on things etc. I would even use 5/8 ply.

    Is it rubbing at the top or the bottom of the jamb, or all the way down the jamb? If you sprayed a closed-cell insulation to completely seal the unit after install, because the wood can't breathe, the jambs may be cupping.

    That rotten wood is probably not wood but is a slab isolation board to protect the slab from expanding and pushing out the walls.     Concrete block is a porous material, and moisture will seep through, especially at grade height. I would attach a layer of tar paper to the block first and then your metal. Also keep the metal off the floor. This should keep the rust from forming if the siding is steel.
