    Many jurisdictions have specifications for driveway aprons, which are located off your property and in the right-of-way. Have you checked with the local engineering or right-of-way department(s). They're usually the one's who will perform the inspection before you pour.

    Stone veneer may be an option to consider. It's surface mounted and doesn't require a foundation.

    Refill the opening with spray foam but leave recessed about 3/4". Then fill the remaining space with stucco base coat. Put a float finish on the outside to match the cinderblock.

    Sheathing is your lateral support and nailing all your outside edges is providing the maximum strength.
