    You need a secondary containment basin, I suggest a HDPE tub. Applying a coating is not going to stop water from entering your joints. Vinyl tile is not a good flooring option for continuous water exposure.

    Deck staining question

    Use a 17 inch swing buffer with a red buffer pad and 80 grit paper for your initial sand. Once you have done both ways, switch to 150 grit and sand it all again. That will give you a nice new surface to stain.

    Expansion joint filling

    Sikaflex 1cSL. Only use a flexible polyurethane sealant. Any latex caulk will fail. Alternatively, if you have asphalt that butts to your garage floor, a pourable cold tar will work well.
