    Not sure on your intensions & work in the shop, but how about a 24' wide I-beam across with a steal H-beam on each side to support it. Then you would have a lifting beam you could use a trolley on. Maybe bring shelf out more they 4' also. More shelf is always good. I wouldn't rely on chain...

    Check craigslist for a used mezzanine structure. Looks like you got a pretty clear area to fit a range of sizes. I have seen them cheap. Might be some cutting, welding involved, but that is where the FUN starts!

    Scored a free anvil tonight!

    I would flap grind the whole thing, probably take less then an hour, who wants to lug it around to clean it up? If a top is too damage, it can be replaces. The anvil isn't all one piece. The top is a harder metal. Look close you can see the seam.

    I would say every 20-25 years is a generation, so every generation may have its own "vintage" obviously some older then others. "Vintage" to many is a "time period". JMO

    MIG problem - What's causing it, and ...

    OK, two things one mentioned before, the ground clamp should be inspected/cleaned. A dirty, loose or poor ground is a bad ground. Also mig welders like "calm" air, no wind or fans. The shielding gas is easily blown away.

    Ok, I would use an old extension ladder. Beef it up where it would hinge to the ceiling and call it done.

    Probably depends on what is going up the stairs and how frequently. If you are just going up there once in a while with light stuff wood would probably cut it. If you are going up there all the time with "who know's what" go steel. I would definitely use a landing, maybe a change in direction...
