That's just a poor concrete mix and job. My garage has seen lots of salt/freezing and after 30 years shows less concrete spalling.
You may have issues with a top coat having anything to properly bond to.
That's not how a wood basement is built.
Built a house for myself in the 70's that had no concrete just wood and it's still standing and occupied.
Built others that had concrete footings, wood walls then a concrete floor.
What adhesive? Very few are qualified to be structural.
If you are driving into old fir etc I would be predrilling. I have drilled the new wood before installing as the old shoulders really dislike overhead work.

Based on the job that was done on the drywall and based on my experience trying to fix old drywall I would be pulling the drywall and starting fresh.
I doubt there is proper blocking or electrical and it would also be a good time to redo the layout if need be.

I would say that the way you are trying to do the drain with the 1 1/2 and the vent isn't going to pass a code inspection.
With that in mind I would either just wet vent it or put in an AAV using the 1 1/2 ABS.
On retrofits you quite often end up with a mixture of home runs and branch.
With today's low flow fixtures the small drop in volume isn't an issue as has been pointed out. You can do home runs to high demand or larger diameter to second floors then branch off.
