Here are pictures showing the expansion joint and the darkness of it which is wetness...you can also see the stains from it on the concrete floor and stains on the cinderblock walls...can anyone offr advice about how to fix this?

OH...forgot to say that here in NC, we have poor drainage...clay like bottom...hence the french drain!

yes - we did have heavy rain for about 2 weeks with very few breaks in between. That was in July and it has not been bad since yet the problem persists...I can post pictures tomorrow....thanks!
