Sounds like the capacitor is bad. Easy fix, just read up on it and especially how to discharge it. Plus they're cheap. I get mine at AC supply houses but you have to set up an account at those places typically before you can purchase.

My view on the bolts is the concrete needs to be at least 4 1/2 inches thick if not 5 inches. My reason is that the anchors are 4 inches long and you are supposed to drive them in 5/8 inch deeper than that. When you have marginally thick concrete at 4 inches it may be 3 3/4 and it also may cone...

I'm just installing mine now as well and just looked at mine. The fitting look like it will stick out over the bolt as you say. My wejit bolts are sunk down below the surface of the concrete enough (maybe close to 1/2") so it looks like there is maybe just enough room to slip the bolt just...
