I recently picked up a vintage steel toolbox and I’m trying to confirm its exact maker and model.
Features a winged front embossing (three feathers each side of a round center boss)
Excelsior lock stamped “EXCELSIOR – STAMFORD CONN – U.S.A.”

I'm not sure if this is original paint or not. Paint seems to be very thick on it, but also looks original. Any maker marks must be under all the paint.
I've learned the hard way, to not go crazy cleaning vintage items. Slow and easy is usually the best with anything vintage. With rusty tools I've learned a bath in vinger does wonders. I used a rag soaked in vinger to wipe down the vise then applied a light coating of oil to protect it.
I am looking to learn more about it. Yes this is available on eBay. Along with a lot of other vintage tools.

That looks great. I plan on cleaning up and oiling it today and will post a few pictures. Getting my hands dirty is my kind of fun. It works great so just needs a little TLC after being neglected in the barn shop for last several decades.
