Your title made me think versa vise aka gyro vise, and some other name too. Your picture made those thoughts go away. Take a quick stab at a few key measurements of jaw width and max opening. Then check for metric threads, might answer the above comment.

I could easily see that on a truck, or rolling tool box

Additional pictures. It was mounted on edge of work bench at the estate sale.
I'm not sure if this is original paint or not. Paint seems to be very thick on it, but also looks original. Any maker marks must be under all the paint.

I suspect it has been repainted. Paint on machined surfaces, etc.
