    Quick insulation question...

    Could you put a "trap door" or sliding flat door at the top of the stairs after all your inspections are complete? While it wouldn't be insulated it should help reduce heat flow.

    I'm no expert, but I thought the reason for not using paper backed fiberglass insulation was because: 1) The paper may mold over time 2) Paper is not as good a vapor barrier as plastic 3) In bulk, non-backed fiberglass insulation + plastic sheathing is less expensive than paper backed fiberglass...

    Using window unit to cool garage

    What about making the equivalent of the bottom panel of the garage door out of plywood/2x4s and mounting the window A/C in there? Open the garage, move the "new" panel (with A/C) into place, and close the garage door back down...
