I used the closed cell foam on my pole barn, and it continues to harden over days. It really increases structural rigidity!

I looked into the plastic mat and was surprised at the cost. In the longer term I very well may go that way as I don't want my cars held captive in the garage during weeks like this one when it rains every day.

The easiest answer is zoning and town engineers.
Zoning cares about lot coverage and Engineering cares about impermeable. The cars in this garage are not daily drivers do driving on grass to reach back drive is acceptable.
Landscaping complete. New grass growing. House and yard returning to normal...
