    quiet air compressor?

    Build an enclosure around it and line the inside with fiberglass. Just make sure to allow for the heat it gives off by making it bigger or venting it indirectly somewhere. The bare walls and floor certainly aren't helping since the sound will bounce around for ages before being absorbed.
