Not saying I agree with it, but NM-B is derated to 60C so #8 should not be used for 60A.
Technically #8 is ok for 40A, #6 55A and #4 70A. If you used 75C which the datasheet specs for temp, then #6 could handle 65A.

I agree with others that sounds crazy. I have an 18k for a 700sqft garage with 1 wall uninsulated and it keeps up summer and winter when there is snow on the ground.

Ok, in that case I'd just change the breaker to a 15A and not worry about changing out the disconnect. You know the wiring can handle the 15A since it was installed for 20A.
