Correct,it would only have electricity at certain points of the reel.I took it apart and cleaned the contacts.Good as new.
I was worried about the retract assembly coming apart when I opened it up.As long as you don't remove the silver tab in pic #3 it can't unwind itself.

My Bayco extension cord reel has started to act up lately. You have to pull it out a certain amount for it to work. I'm thinking something like a clock spring is either dirty or broken. Has anyone here ever had one apart?
I used 4 X 8 sheets of fiberboard from lowes. I believe the main use of fiberboard is to make round forms for concrete work. It comes in 1/8 and 1/4. About $12 a sheet and brown in color. I painted the ceiling white to brighten it up a little.
