I believe the black handle you speak of raises a tab so that you can clamp a sheet on the surface if you have another vise on the opposite side of the table.

+1 for kroil here as well. Whe I was a youngster in my dads shop I remember KO "knocker-loose-juice". Had a gorilla on the can, I always remember it working well but I have never been able to find it.
If I cant get them off with a wrench after some heat and cool cycles I take my ph3050 snappy air hammer and chisel into the corners of the nut, it breakes them loose and spins them off. Slap on new ones and good to go.
