Do they naturally feel shorter than your normal size?

I don't actually have dimensions in mind yet for the table. I don't even have room for a table at the moment. But, I figure that since I have access to the tubing, I might as well use it / hold on to it. It definitely can't hurt.
I have some large diameter tubing that would be great for table legs. They're filled with concrete, which, in a way, could be an advantage. They would definitely have to be cut for length.
Is there a good, cost effective, etc. way to cut them?
